The 7th National Board of Trustees meeting of Aksyon Kalikasan was convened earlier today. For transparency purposes, we are sharing herewith the decisions reached FYI.

Environmental Rights in the Philippines is premise along the constitutional guarantee that… “…(t)he State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.” (Article 2 Section 16). Supreme Court jurisprudence in the milestone case of Oposa vs Alcala sets that in the pursuit of inter-generational equity, young people and generations not yet born have the right to also enjoy this constitutional guarantee. With the development that the International Criminal Court (ICC) in Hague has opened its jurisdiction on environment-related crimes against humanity perpetrated by states and individuals, there is now a light across this tunnel of uncertainty for this milestone case that is now about to begin in the Philippines. I have always been uneasy that such a milestone case might only be dealt with within the limited context of business and human rights (BHR); among others, because of jurisdictional issues that haunts it. 1. We agreed to suspend membership policies and instead will allow that all listed full and probationary members will be invited together with potential members/recruit to our Gen Assembly and whoever comes to the GA and pay annual membership fee of 300 will be declared Regular voting members. Full members who cannot come can assign anyone present in the GA as a voting member to act as his/her proxy. 2. General Assembly set on Aug27 Sat 9am to 6pm at SAFI integrated school in Tagaytay City. Potluck for food and no registration fee. But membership fees will be collected. 3. We also agreed on a simple GA program. AM kilalanan, orientation on Aksyon Kalikasan. PM GA business mtg: a) determination of quorum and agenda, b) presidents report, c) treasurers report, d) assessent of 1st 2 years, e) discussion and adoption of updated 5 year stratplan, f) election of 5 members of the Board 4. Next prep mtg for the GA for the board amd other core Members is June1 Weds 7pm at SAFI in Tagaytay 5. The request for Aksyob Kalikasan to consider aigning on to the draft Green Convergence green agenda proposal for the Duterte admin raised but left unresolve. We will resolve this through online discussions The meeting did not have quorum as only me and Rowena Dohilio Resurreccion came. We need 3 out of 5 to constitute a quorum. So instead we proceeded with some preliminary discussions on the agenda and sharing it here as proposals for the consideration of the rest of the Board. We also recommend we try to convene again ASAP. See last item for proposed schedule of next meeting and other key events
Barangay Green Governance is an integrated approach at governance at the Barangay (village) level that hopes to realize the constitutional guarantee that “The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.” (Article 2 Section 16) The City/Municipal/Provincial Government ENROs (Environment and Natural Resource Officers) are the real front liners in enforcing environmental laws in our communities. Seen in the photo above is a MENRO friend of mine apprehending a truck illegally dumping waste. He is permanent employee of the LGU and because the current leadership of that municipality are supportive of the green agenda, his office (MENRO) is also relatively stable and supported; more or less. Our environmental problems are intertwined with deeply rooted socio-economic issues. This is a continuing struggle for a nation with high and widespread poverty & wide disparity between the rich and the poor. These inequities have created conflicts among us and have divided our people. In recent years, we became one of the most climate change-vulnerable countries in the world. This was caused by actions of other countries in their careless industrialization in the past. This will continue in the near future by current actions of emerging countries taking on the same industrialization path today. In the past few weeks, Aksyon Kalikasan activities dwindled. We are very sorry about this. There is no single reason. All of us in the Board are volunteers working on our individual full time jobs. I suppose many of us got busy with some transitions in our work and because many equally important things needed our attention. The elections and the summer vacation for schools also affected us because most of our activities are in partnerships with government and schools. The good news is that we are back and we are struggling to get back to the momentum we need to push further our targets this year. |
