Barangay Green Governance is an integrated approach at governance at the Barangay (village) level that hopes to realize the constitutional guarantee that “The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.” (Article 2 Section 16)
The City/Municipal/Provincial Government ENROs (Environment and Natural Resource Officers) are the real front liners in enforcing environmental laws in our communities. Seen in the photo above is a MENRO friend of mine apprehending a truck illegally dumping waste. He is permanent employee of the LGU and because the current leadership of that municipality are supportive of the green agenda, his office (MENRO) is also relatively stable and supported; more or less. |
