The meeting did not have quorum as only me and Rowena Dohilio Resurreccion came. We need 3 out of 5 to constitute a quorum. So instead we proceeded with some preliminary discussions on the agenda and sharing it here as proposals for the consideration of the rest of the Board. PROPOSED AGENDA/ ITEM FOR DISCUSSION & RESOLUTION
2.1. Remaining Tasks for Barangay Green Governance Training January 2017
2.1.1. Completion of Financial and Narrative Report for the event | PROPOSED ACTIONS: (a) Roy to submit financial report & supporting documents as well as a draft narrative report to Neph or or before May 26 (Friday) so that Neph can finalize the financial report. (b) We recommend the remaining cash with Neph be deposited partially to our bank account to remove our deficit for the maintaining balance (if this has not yet done) and the rest to partially settle the balance with IIRR. We will settle the unpaid PF for myself and Weng as resource person during the training as well as other liabilities (with Noreen) later when our financial situation improves.
2.1.2. Follow through with the support to PSF Proposal Writing of the participants, option for partnerships in developing a regional Brgy Green Governance Training program and option for organizing them into a local chapter of the Aksyon Kalikasan in their province | PROPOSED ACTIONS: We will communicate to the participants the offering technical support for the next months for them to finalize these proposals; as previously committed as well as formally proposing the partnership for the Regional Brgy Green Gov Training Program and setting up a chapter.
2.2. Raising Funds to Settle the rest of our Account with the IIRR
| PROPOSED ACTIONS: Develop and Implement a Marketing Plan for our Barangay Green Governance Training and our thematic Eco Education Camps/Tours to raise funds within the rest of the year to settle this account and communicate this to the IIRR ASAP. - see related proposal for a 1-day planning process for this.
2.3. Complying with our General Assembly Requirements with the SEC as well as other reportorial requirements with SEC
| PROPOSED ACTIONS: We recommend we report the Sept 2016 1st GA results which elected us as 2nd batch of the Board of Trustees as our compliance to the 2017 April 22 regular General Assembly as per our CBL. Roy to submit this as an updated GIS to the SEC no later than end of May, settle all penalties and also submit an amendment to our official address from the original address (my home address) to our office address at IIRR as resolution from the GA. This will effectively extend our term to April 2018
2.4. Complying with our BIR reportorial requirements, securing business (with Silang LGU), accreditation as a NGO with the LGU (Cavite province and Silang), updating signatories of our bank account and applying for accreditation with the Philippine Council for NGO Certification (PCNC) - to allow us to issue certificate of tax deduction for donations.
| PROPOSED ACTIONS: We recommend we prioritize this for the rest of the year after we update our SEC GIS and after publishing our 3-Year Accomplishment and Audited Financial Report (2014-2016) - see related proposal for a 1-day planning process which we will also utilize as a writing finalization process for these reports.
2.5. Acting on Immediate Opportunities for Strategic Activities with Viable Resource Support
2.5.1. More Barangay Green Governance Training: 1) July - Silang LGU (as part of our Brgy Green Gov Piloting Project with the USAID and Silang LGU), 2) August - Daet, Camarines Norte, 3) September - Bacoor City LGU , 4) October - Brgys in Cotabato City with Adat Betad, 5) November - Labo, Camarines Norte LGU and 6) December - Siloan, Laguna LGU in partnership with PGENRO and ACENRO
2.5.2. PSF (Peoples Survival Fund) Writeshop for the members of the IYRR WQMA (Imus, Ylang-Ylang Water Quality Management Areas) to be funded by the EMB Region 4 - reset for end of June 2017. Interested LGUs include Silang, Bacoor City and Cavite Province (through PGENRO, PGCOPS-DRRMO and DENR-PENRO)
2.5.3. Aksyon Kalikasan Green Leadership Academy - the required training for Aksyon Kalikasan members to be opened to paying participant as well. This is set for November and will be co-funded by the GIZ as this will feature a training on EbA (Ecosystem Based Adaptation) in WQMA and will involve not only the WQMA LGUs in Cavite and other WQMA stakeholders as well as the EbA community of implementors in the province and the Reg 4A Consortium on EbA which we convened last August 2016.
2.5.4. Thematic ECO EDUCATION Eco Conservation Camps and Tours. This is a marketing based series of weekend events featuring relevant ecosystem sites in the Manila Bay Coastal Region on partnership with the DENR Manila Bay Office, DENR NCR, Region 3 and Region 4 offices.
2.5.5. Silang (15 Barangay with focus on 3) Barangay Green GOvernance Piloting Project from July to December 2017 to be funded by the USAID Environment Program. Expected top be approved this June. - this will also fund partially the Brgy Green Gov Training for Silang LGUs (Brgys) set for July
2.5.6. A Campaign on Promoting and Monitoring Enviromental Rights within the context of the Manila Bay continuing Supreme Court Mandamus on its rehabilitation in response to our right to environment. This education and advocacy campaign which we will run starting June to December will be in partnership and partially funded by the Commission on Human Rights (CHR) through their GO Just Project Social Mobilization and HR Observatory components
| PROPOSED ACTIONS: To allow us to optimize this, we recommend we conduct a proper 1-day planning process that will discuss and approve our 6- year Strategic Plan as well as a detailed 2-Year Business Plan with income-expenditure projections reflecting all of the above. We are proposing this by last Saturday of June . We also recommend we already take on board a PART TIME STAFF to provide day to day support in these key activities

3.1. We recommend the comments and concurrence of the Board to these proposed resolutions/action points (even through email). To complement this, we would like to call another meeting again on JUNE 30 (Tuesday 6pm in Silang) to formalize and/or follow through on these decisions
